I'll use the word 'facet' for lack of a better one. Some of her personality traits:

Facet 1: Capable
First of all, Gleem is smart - much smarter than Xith, and Rice has taught her about the things that do not appear on the Web, so she isn't at a disadvantage vocabulary-wise. She is also creative, always thinking of devious solutions to problems. A good tactician, and cruelly clever.
Facet 2: Ruthless.
Gleem is ruthless. If she has a goal, she will murder and lie to achieve it. Life doesn't have much value to her. To her, it's survival of the fittest. And she doesn't always play fair.
Facet 3: A little sadistic
She won't murder for fun, only to achieve something, but torture is another matter. She draws pleasure from the pain of others, especially if she is causing it.
Facet 4: Her mentality
This is a little complicated, but it basically runs as follows: Gleem can't stand to form strong feelings for anyone. Positive or negative, she feels like they influence her judgment and cloud her thinking. Usually it ends in the murder of that person. This is why Rice was murdered - she began to feel indebted toward him, and maybe even care for him. It's one of the things that makes her dangerous, if anyone interacts with her for a long period of time. At least Xith would know where she stood. If she knew Gleem existed. Gleem's mentality is the main reason she can never be Righteous. She is permanently aligned with the Dark.
Facet 5: Cold
This is one of the reasons for her mentality (as mentioned above). Gleem tries to be emotionless - another reason she's ruthless. If the odds are statistically in her favor, she'll murder. If not, she'll wait. When she does form feelings, it's almost always bad for the person involved, especially if it's anger. Her hate is cold, so she won't normally make a reckless decision to further her own agenda. She is patient when necessary, recognizing when she's at a disadvantage.

Important Relationships
The Web: Gleem is incredibly frustrated with the Web, believing she led a meaningless existence there. She sees the Web residents (Webians?) as single-minded and unimaginative. Gleem wants to be somebody, to go somewhere, one of the reasons she craves power.
Rice: Maybe no one will ever know why she killed him, but it's likely it was because she began to feel positively toward him. It wasn't love, but it was probably respect and gratitude, which she couldn't stand. So she killed him, probably emotionally, which is rare for her.
XithArcean: Hates her for achieving something. Also wants to kill her for the powerful Keychain she believes will appear when Xith fades.
